Clear skin, acne, and acne scar advice?

I hate to put on makeup. I don't mind mascara, eyeliner and lipgloss. The last 2 years my face has been breaking out really bad... I have tried everything over the counter and i have even bought the pro active and other infomercial face wash and regimen. Nothing has been helping or it makes it worse. I hate that after I wash my face, it feels dry. I have oily skin. I dont know what else to do. is there anything that has worked that someone can tell me about? i hate that i have wasted all this money and its not helping me... and I also want to know if anyone can give me advice on getting rid of my acne scars also. I am in my mid 20's and am looking for any help. please be serious when answering...Thank you ^.^
