On internet we get lot of emai about winning lotteries and demand courier charges for delivery.isn't it fake?

in my email id, i get a number of mails regarding winning lotteries, legacies in terms of dollars/pounds. they demand courier/delivery charges in advance. what is all this? is it safe to pay the courier/delivery charges? is it true information or fake ones? raj
