Why can't we put landmines on the Afghan-Pakistan border?

Why can't we put landmines on the Afghan-Pakistan border so when osama and his taliban buddies try to sneak into Afghanistan to attack our troops they die. I don't think the mines affecting civilians would be a problem. I mean which civilians walk across the border in that mountainous terrain?
